Health First is an insurance carrier on the New York Health Exchange Marketplace. The New York Health Exchange is the State version of the Federally imposed “Obama Care”.
Many providers do not like to deal with Health First because the company makes it difficult for the providers to collect.
Well, this is one for the books.
After receiving collection letters from providers, an insured individual (or at least a person who thought he was insured) called Health First to inquire why if he had insurance his bills were not getting paid.
After waiting on hold for over one (1) hour, it seems Health First had cancelled insurance at the beginning of 2016, but never bothered to tell the customer. The reason is not yet known, but Health First will surely make something up.
The problem Health First’s Member Services’ Customer Services Representatives continued to accept payments for premiums over the phone for the entire year in 2016, and never mentioned a cancellation.
As proof, that all payments were received by Health First, Health First sent a 1095-A reflecting all premium payments were made.
When the insured (or the person who thought he was insured) called, the answer given by the person on the other end of the phone was the “insured” voluntarily made payments?
When the representative was asked “for what did the “insured” make payments?”, there was no answer given.
When Health First Management realized it had made an error, it then sent a revised “1095-A” showing only three (3) premium payments were made, so although Health First acknowledges all payments were received, and the insured has proof of payment, Health First refuses to pay the bills of the “insured”.
This is a consumer fraud and should be dealt with accordingly.
Health First should lose its license to conduct business.
However, it probably will not happen because the Health industry is the biggest lobby in Washington, D.C., and most likely, in New York State as well.
